Political groups in Spain are preponderantly illegal. They do manage to exist in spite of this fact, But the very fact of their life underground conditions the Spanish political spectrum: it is weak in the center and strong on both extremist wings. A timely legalization of pluralist political activity could do much to correct this defect.
