Constitutional crises seem to be the order of the day with reports on the rise and fall of political systems around the world almost dominating world news on a daily basis. How does a country negotiate and manage constitutional change in such a way that the very process of drafting a new constitution becomes the first building block of such a change? This issue is the focus of this publication which outlines and compares the experiences of a wide range of countries which at some time or another had to manage a constitutional change.
